Why is it so difficult to stop the multinationals escaping tax?

Sorry I’ve been quiet a while. Now have more time so here we go:

We all know that firms like Google, Costa and Amazon etc. charge their British operations huge management fees or licensing fees etc. So, British company takes 3 billion, Irish head office bills them 1.6 billion for the use of the name and 1.3 billion for management and marketing expertise leaving the British arm of the company only having a 100 million operating profit and they pay a measly 20 million tax  on their 3 billion turnover.
